When a city’s population grows by more
than 600 percent in just 30 years, public
information systems need to be updated,
and manual processes need to be automated
so the city government can fulfill
its promise to serve its constituents.
Such were the issues affecting the City
of Walnut Creek, CA, in 1999 after the
city awoke from a 30+ year population
surge that saw its population grow from
10,000 to 64,000 residents.
Awaking from a 100 year slumber
Nestled in a cozy valley at the base of
Mt. Diablo, 23 miles east of San
Francisco, Walnut Creek was originally
inhabited by the Bolbones Indians in the
mid-1770s. After officially becoming a
town in 1862, Walnut Creek experienced
a century of unhurried population
growth, its size increasing by less than
10,000 inhabitants over 100 years.
The 1960s, though, forever changed
Walnut Creek from a small agricultural
town into a big-city bedroom community.
Between 1960 and 1970, more than
30,000 new residents found their way
into Walnut Creek’s verdant hills. In
1973, the Bay Area Rapid Transit
(BART) train system opened a station in
Walnut Creek, and another population
